Correct, this has now been removed from both the core install (which is largely non-functional, this is a machine port of the d6 code base and not active) as well as elms_features (also largely a machine port at this time). 6 is the active stable version, currently all code in contrib (managed by me) is in the process of being upgraded to D7 (chamfer, outline designer, feeds node helper, etc). Once we have a stable drupal as course system then movement will be made on this in D7. Until then it will be on the shoulders of the community to help push things along.
