is it possible to do this without using the URL modifier?

Move a block to a different region using context.
As a trigger I use: Device group
As a reaction I use: Blocks.

When I go to example.com/mobile it works, no matter which useragent.
When I go to example.com it does not work, no matter which user agent.

What I should do in both cases: Check user agent and move the block or leave it alone.
