I was looking through page.tpl.php and tried adding in support for the secondary links to be displayed in some tabs that would drop down from the primary links bar but I can not find where in style.css to enable the secondary links. Any help would be appreciated.

Secondary links is not implemented yet, however it is on my TODO list. Expect to have the feature in the next stable release.
