I the 2.x branch, the Omega based sub theme is moved from cm_theme -> cm_theme/cm_theme_omega. Without an upgrade hook, all of the blocks previously assigned to cm_theme won't appear in cm_theme_omega... or cm_theme_zen. Need an upgrade hook (if that's even possible in a theme?) or a small utility module that will synchronize those blocks.

Since most sites have already switched to the 2.x branch, I'm closing this. I'll review patches if someone else has time, but all of my time is going towards improving the initial install experience of the ESK.
