It appears as though there is a maximum length issue with the Terms of Service field. I have a TOS that is about 3,000 characters long and i am not able to save. However, if i take only the first few paragraphs i am able to save just fine.

Our terms are about a 5 page document. I don't think that's particularly long compared to others I've seen.

Are you sure this is the module you're using?

Legal module has a Terms & Conditions field, not a Terms of Service field.

The Terms & Conditions field is stored a LONGTEXT which means it can handle up to 4GB of text, there's no way 5 pages of copy will be more than that.

Yes, it I am using the Legal module. I just misstated the field name. I can't replicate the issue. It may have been faulty HTML in the field, so I will consider this closed.
