is there a way to have terms added to those terms that you've placed in the forum (vocabulary)?

I'm wanting to have specific sub-topics (terms) for the main topics (terms) within my forum. ... I want something like this forum has... how do I do this?

If I understand your question, I think you just need to

1) Edit the vocabulary that is used by your forums. Set Hierarchy to Single.

2) Create some subtopics in that hierarchy - make sure the Parent for each of these subtopics is set.

That should do it.
