Talked with GuGuss about this via skype: Gizra is currently translating and localizing Kickstart to Hebrew.

There are 2 main issues:

  1. The Migration should be able to import CSV with localized data. This means we need a drupal_alter() on the migrate, that will change the CSVs that are used to the correct language.
  2. We want to alter stuff like Rules configuration, so for example the tax rules are according to Israeli law. This means we need to enable a module e.g. commerce_kickstart_he that will alter the default rules.

Now the thing is that we want to push those changes upstream to Kickstart itself, as it probably doesn't make sense to have a separate distribution just for the language.

Seems that this has stalled? Another option is using Lingotek to do the translation.
