Provide rules support private fieleds

In recent development , the custom settings are pushed to API so that developers can use custom modules to alter them.
while it is really good step towards flexibility, I request for rules integrations for, private fields function
It will be very difficult for like me dumb to create a module to control.
a rules hook private fields "state" would be a lot of help.which will be easier to configure and change based on conditions.Ex:as i suggested in the recruiter issue que, an application state may change the state of visibility of private fields. and may be some one wants a "payment state"
