I wasn't sure if this was a bug or by design. I have Webform Rules rules sending an email to an arbitrary email address with a files attachment after a user submits a webform. But the file attachment is not sent unless the user has the send arbitrary files permission. That doesn't seem to fit since the admin is the one setting the file, they are just receiving it.
