This comes from an older version of AT, this file was merged into the two main CSS files when we merged many of the stylesheets into global.styles.css and global.base.css.
However its possible the actual declarations in this patch were removed, if so I will need to analyse why and if they should be put back in, I know there can be issues with some browses if these rules do not exists.

I finally looked into this and found a reference to this bug in Pixture Reloaded and Sky (doh!), so I have fixed it in those two themes and will push a little later today. I could not find this in AT in any version, so I assume this is really meant for PR or Sky. Cheers!

Switch projects to document changes in both themes.
