The patch provided by tarekdj in #124 of issue #1192044: Convert Bartik's layout to mobile-first and responsive wasn't commited. This patch is a copy re-rolled against the latest code.

This issue has started to overlap with http://drupal.org/node/1880488

So... I have modified #1 by pulling out the main-menu css and including it in patch #40 over at http://drupal.org/node/1880488

And, I have left the remainder of patch #1 here (I hope this is OK?)
