Hi,

Please have a look the screen shot... I tried to create one builder responsive layout in panelizer and panel ...
in both case I haven't found any place to place my content..always it's in layout mode

is there any other modules need to configure ... i just tried spark profile

Yeah, we don't currently have support for adding content from that location in the admin screen, but Panels IPE will do the trick.

This issue is being tracked in the Layout project at #1703138: Responsive layout builder should show up in same flow as Flexible layout builder.
