Weird form bug

Steps to reproduce:

1) Create a panels page, if you don't have one yet.
2) Go to the Layout Settings tab, choose a style different than "Default" and hit the save button.
3) Go to the Settings tab and hit the save button.
4) Go back to the Layout Settings tab, your style will have been reset to "Default".
