Should Tabs be working with Panels 2 Alpha 11?
I've tried it and my tabs don't appear. If I select default rather than tabs, then the mini panels do appear.
Possibly, I need to delete and rebuild my mini panels and panel pages?

As if by magic, I just committed the updated version :) I'm tagging a new release, since the API's probably won't change anymore. So you'll be able to use it in a couple of minutes.
