Modules produce content, so I am guessing you mean "somehow possible to have content appear in a carousel fashion or randomly?". You might want to check out the jCarousel module. There is also the Carousel Panel Style module that uses jCarousel and works with panels.

jCarousel may work with blocks though I have not used the module.
Since the Carousel Panel Style module works with panels using the two should work with blocks.
