Hi,

On a clean kickstart distro I have granted all permissions I could have think relevant, but non actually lets a see user access admin/commerce/config/shipping.

If not a bug, please let me know how to grant the permission. My situation is that some manager should have the permission to edit the amount of the shipping fee.

There are only two permissions (one for Shipping and one for Flat Rate), and if you grant a role "Administer shipping methods and services" in the Shipping group they can update your shipping settings through the normal menu items.
