not able to assign a block

I am not able to assign a block to a region and the block is not getting saved.

I tried clearing the Performance cache but still it is not getting saved.

What i have to do, already having the memory_limit as 2048 in php.

exact version of Drupal 6

what is max_post set to in php.ini

2048M of memory set where?
