Restrict access to edit wikis for private groups

Commons Wikis currently grants all authenticated users permission to edit any wiki node. With #1782658: Support for moderated, closed & private groups, we should restrict this to members of a group.

This may fit into a larger node access strategy for Commons Groups.

Marking as "minor" since the Commons MVP is geared towards public groups.
