Taxonomy and Settings
Very common question, I know this has been answered a bazilion times plus there is documentation for it somewhere around here. In any case:
Go to administer->taxonomy and create a vocabulary for your forums. I call mine "Forums". Make sure you click the checkbox for forum topics that enabled them to be created in the vocabulary. Create terms. Each term will be a forum.
Go to administer->settings->forum and select the vocabulary that you just created. Click save.
Done! :)

Do you know how to ensure, that the Taxonomy terms you specify as follows:
@ administer->settings->forum
"You can choose forums which will not have topics, but will be just containers for other forums. This lets you both group and nest forums."

To make sure those that you select are NOT an available pull-down list option when posting to a new forum topic, but have to choose from one of their childs?

Nope
No idea. I've noticed that forum.module does this but have never asked why, personally I would rather it hide the container terms. Perhaps the new forum.module in 4.6.0 is smarter about this.

I have the same problem, but I do have forum containers set up in categories and in administer -forums. I can post forum topics that disappear somewhere and on the forums page its "no forums defined". strange thing that they worked today earlier and without any reason it just disappeared. i had to reinstall drupa 4 times in a day, i dont know how to build a site on quicksand.
I was getting the error when
I was getting the error when I was not logged in, meaning anonymous user searching the site... I activated the Taxonomy Access from my administer->settings and now it works fine
So my issue came up after I installed Taxonomy access for 4.7.

Hey there, having similar problem I have the forums module and I added my terms in taxonomy, created my forums, I can post to the different forums and add comments, everything works fine but when my non registered (anonymous) users click on the forums link they get a No forums defined message. I already allowed permissions on access control, roles and taxonomy but they still get No forums defined, this only happens to anonymous users, registered users can view the forums and interact with them with no problem.

Seems to be a problem with og_forum module. Disable it and your forums will work again.

No Forums Defined message
I had the same problem.
Running 4.7.3 with additional Taxonomy_access module. I went into admin->access control->category permissions and edited the roles I wanted to have access to the Forums by clicking the edit button.
