Bad translation file source?

Description
After activating auto locale, the translated language went from 60% down to 14% and nearly nothing was translated.
Maybe the source language files are out of date??

As far as I see Drupal 5 only overwrites strings if we use "overwrite" mode, but autolocale uses the "keep" mode, which basically keeps whatever you already had translated. How did the number of translatable strings changed?
