Hi,
First of all I would like to really appreciate your effort and thinking that you have given in this. Fantastic stuff. I am pretty much interested to extend this and make this better. I can extend my help both in testing and solving bugs.
I enabled module, table login_security_check was added too. But nothing was seen on administer page. I mean something through which we can change number of attempt. Does we get something on administer page? I tried to attempt with wrong login information 22 times. Data was getting filled in login_security_check I do not know why?

may be you missed to follow the installation instructions? There's an entr : "Configure" about where you should go to change the options. It's in the user administration section: Go to administration -> users -> user settings.. and look for the login security options (a frame in that page). You may also go to administration, and click the "by module" tab, so you can take a look and look for the "login security" module, and there you should find a link to the configuration options!
Or...
Maybe the administration form is wrong and not saving the variables for you? please, could you confirm that the administration form is not working and it is really a bug?

It works. I have been in user settings before, but was not having them. Had fresh copy of drupal and it worked well.
May be my lot of experiments with older copy of drupal messed something. Now it works well.
Do let me know if we want to make some test plan or add some tweaks...

Ok!.. for now I'm really interested in know wich was the version where it did not work, so we can notify in the README to not use wrong/old versions of the core.
It would be helpful to have test cases and setup examples for the module. But we can open a new issue to discuss that as a feature request, or we can follow the already opened one. For now I'm going to mark this bug as closed soon.
