I have a view that I created to show the top 5 newest created nodes of a video type.

I put that into my mini view but each time it shows 10 of them. I change the setting for that in the mini-panel to 5 but still only defaults to 10. Shouldn't it only show up to the number that is set in the view as the highest it can output?!? Or at least that is what I think it should do.. so if you have only show 5 in the view the mini-panel setting for that section should be 1...5

The settings available in the panel config for number of nodes to display are unrelated to what are actually set in the view. This is a weakness of Views' design, really. Limiting it as you say would be a pointless limitation, as I may in fact want a view that displays more than the view itself does.

Check the config for the view in your mini panel. I suspect that it says '10' there.
