A personal irritation, when using the context module the reaction block shows the block options box half way down the page, and really small. This means you have a tiny window and need to scroll for ever to find what you need.

This patch places this box at the top and gives it a bigger height. Altogether more usable. I admit the page top fix is a fubik issue the height is a context module css issue, but putting them in one place makes sense to me.
