How can I create a forum topic, when I try there are no 'Forums' to choose from so it won't let me save the page.

Forums is development / experimental functionality and was never fully finished. It's further along in dev version but still not full functional / needs additional work in Views / code to make display only the topics in a course.

Under administor -> content management -> you have to create the forum topics and whatever containers they may include. Then the list is populated and you can create specific forum discussions under the headers you created.
