It seems that the issue in http://drupal.org/node/4354 deals with assigning to other users in general.

Another use case that I've heard, and which I think provides some real benefits, is a mode for "assign issues to users who have contributed in this issue". This would work, for example, on a big site like Drupal.org and provides the ability for a maintainer to set the assignment back to the original user who submitted the issue.

I'm marking this postponed since I think that the other one should make it in first which might make this completely obsolete.

Very interesting proposal. I like it. But yeah, we've got some more urgent tasks to attend to right now... Thanks for both proposing it and doing so responsibly and showing your understanding of project* land. ;)

i could see the various assignment styles being individually selectable, and summed like perms for the presentation of the select box. one big question is: what is the granularity of these various assignment options? the three most obvious choices would be globally, by project, by issue. by issue seems a bit dicey, and also a bit of overkill. i'd say by project is just right.
