That file is deprecated. The changes should be made to https://drupal.org/documentation/modules/workbench_access and it's subpages, please.

Changing the heading indents is a waste of time.

Ignoring the spacing changes, I made the updates from this patch at https://drupal.org/documentation/modules/workbench_access.

I do remember being bit by some issue that the online documentation discussed but the README didn't. Maybe it would be better to remove the documentation in the README altogether and point people online instead? Here's a patch that does that.
