"Minimum depth" option similar to "Maximum depth"

Hi,
consider a taxonomy where you have
level 1: County
level 2: State
level 3: City

Now you want a field where you can select a state, but not a country or city.
"Leaves only" or "Maximum depth" alone do not cut it. You need a combination of min depth and max depth.

In our case we cut the hierarchy down to 2 levels instead of 3.
But for the module I think it would still be a good idea :)

Module version: I tried with 7.x-1.9, no idea if newer versions already have the min depth option.
