metatag_context should not assign values if no active contexts define meta tags [#1819000]

The metatag_context module should not apply the default meta tags if none were assigned by any active contexts.

This does a simple check after compiling the metatag reactions to see if anything was assigned, if not it doesn't load the defaults.
