Won't happen
The Bluebeach theme will be private for as long as it is used on Drupal.org. Making a theme is a lot of work, whether or not you "want to use it" is irrelevant; if you want a high-quality theme, the best option is to pay someone to make one for you. There have been lots of explanations about this before.
I did make the FriendElectric theme as a sort of equivalent to Bluebeach (as far as technical issues go), so you can study that if you need a complex example.
If I have time I'll do a more detailed "making of FriendsElectric", in the meantime you can check my DrupalCon theme development presentation. The presentations were filmed, I'll put a link to the video on that page as soon as they are available online.

The larger issue
I think the larger issue here is that Drupal users are crying out for better support and options in the theme realm. I've tried to hire several of the people listed on this site as capable of doing custom theme work. They were uniformly busy/unable at this time. And I'm offering good dough!
For all the under-the-hood genius of Drupal, it lacks -- in fact has taken backwards steps -- on the design/graphics front. I say that, because some pretty neat themes compatible with past versions have not been updated and are therefore no longer truly available.
For what it's worth, I'd contribute money to an effort to generate an arbitrary number (10?) of new base themes that can either be used out of the box or tweaked for customization. Anyone else?

It is obvious that there could be more themes for Drupal. It is also very obvious that it takes a lot of time for a good theme to make. While there is usually no problem if multiple sites run the same modules this is not true for themes. This is why people are reluctant to share their themes. This is why your offer is really interesting to the community. Since the (very few) Drupal savvy theme designers are apparently not freee atm, I suggest that you try to educate some non-Drupal theme designers on how to do Drupal themes. Steven's lecture nodes will probably very handy for this.

sorry about the shamless self promotion, i couldn't private message you, but i am available for theme design/ development. I think the idea about new base themes is a good one, i have no doubt they will come. I personally plan on contributing the themes i have designed as i phase them out on my own sites, but really the only way to get a truly original looking site is develop your own theme.
