Possibly related, because it deal with the 'create a new issue link' at the top of an issue queue? #1819246: The 'create new issue' link is missing from the top of an Issue Queue listing page.

As any logged in user, visit the above URL and you should see a node/add form.

Expected Result (what I should have seen)

A node add form.

Bug Report (what I actually saw)

Only a user with administrative privileges seems to have permission to create an issue, and when I try as admin test, I see Fatal error: Maximum execution time of 30 seconds exceeded in /var/www/git-dev.drupal.org/htdocs/modules/field/modules/field_sql_storage/field_sql_storage.module on line 349

Per Bdragon's recommendation, going straight to a project with a URL like http://git7site.devdrupal.org/node/add/project-issue/views allows me to see the add issue page. Still only an admin user can create issues.

Need to enable 'create a new issue' permissions for all logged in users.

Instead of simply marking this as a dupe, I'm going to use it as the actionable ticket of #1808152: D7 Upgrade QA Bug: Project Issue Queue - Access Denied to create new issue, thus the move from the QA issue queue into the Project* issue queue.

Reopening because this issue has a lot of useful info on it, is being tracked by both the QA Team and the BDD Team, and it's not fixed yet.

Also, adding it as line item #2 on the #1809286: Update perm/role bindings to new D7 perms matrix meta ticket so @sdboyer can make sure it's dealt with.
