This following issue comes close though it's not clear if this is talking about my issue:

Consider photography, social media, community sites based on media 7.x-1.x whose owners want to move to 2.x for benefits of bug fixes and new functionality. How are they going to migrate 1000s of photos in galleries to be on their new site running 2.x?

My suggestion would be a utility to export into an open format (jpegs+xml) and a tool to re-import it into the media 2.x site.

No utility needed, update functions are enough..did you try to upgrade an 1.x site to 2.x and did not work?
if yes what did not work?

only known issue with upgrade path is this for now #1496624: Provide an upgrade path for media types to file_entity types.
if you come up new problems please open a new issue
