allow site admins to force drush use

Currently the migration always tries to finish in one page request. For large imports too long to finish in one pass, this leaves the page hanging for some time with no indication to the user of what's going on. It would be nice to be able to configure the site to force the migration into a background Drush task in cases where we're already set up to use Drush. Patch forthcoming.
