Uploading user pictures don't work correctly

Description
Hello, we're trying to set up a site (currently seen at http://devvwww.greeniq.com/) where users will be able to upload a picture for their user account. I've set it up to be a maximum of 100x100 px and size of 30 kb. It seems like it should work, but when I test it on a larger image it just uploads and displays it at the original size.
I'm not sure if it's supposed to automatically scale to fit the specifications, or if there's supposed to be an error on upload that it exceeds the dimension. In any case, it's not working. Any help would be much appreciated. Thanks,
