According to the author of the Webform Phone Number module, the issue lies with form builder not playing nice with 3rd party integration. Maybe there's something obvious out there that's being missed? Either way, I just wanted to bring this to the form builder maintainers attention in case it is indeed on this end.

@quicksketch Since the issue: http://drupal.org/node/1821502 was definitely on the webform_phone module end, I am closing this as (works as designed). If it needs a different status, feel free to change it.

Also, thanks for looking into the issue above and beyond what I posted here and actually explaining what the problem was to help the maintainer resolve it. Most devs would have told me it has nothing to do with their stuff and left it at that.
