og.install trying to call _block_rehash

Description
After following directions and attempting install, the following PHP error is generated:
Fatal error: Call to undefined function _block_rehash() in /var/www/html/profiles/cod/modules/og/og.install on line 89

My result was same, and after I tried to downgrade the og module from og-5.x-4.0-rc7 to og-5.x-3.1 (and reset the database and settings.php)
After next start:
Fatal error: Call to undefined function token_get_values() in C:\var\www\cod\profiles\cod\modules\pathauto\pathauto.inc on line 317Next step, I changed de pathauto module from pathauto-5.x-2.0-beta3 to pathauto-5.x-1.2 (and again reset db and settings.php).
The setup was successful.

These are errors with OG RC and path auto.
