Help with images interface!

Okay, here's what I'd like to be able to do:

A client of mine has a company which distributes a coupon book to various cities. What they would like to be able to do is for the user to "browse" the pages of the coupon book online, click on the coupons they want, then be able to print them. The user would first see the cover of the book, then be able to "flip" through the different pages of the book online with the ability to click on any of the coupons they see to print them. Ideally, the interface needs to mirror the actual book so that it is familiar to the users. The client wants this implemented in such a way that they can manage the creating/populating of coupon books themselves. Each page will contain 1 or 2 coupons (usually 1) and there will only be 2 possible sizes to worry about. I have figured out everything except the interface. Can anyone suggest something? Is Drupal the right tool to be using for this kind of project?
