A major functional flaw in recruiter features is there is view permissions restriction . a recruiter is allowed to view any resume and so the information is freely available.
this needs to be plugged.

The Profile2 module has an access system, and other modules can make use of it (e.g. profile2 has an OG integration).

We have built a system for controlling access to the fields on a resume and now (in the latest dev) you can configure which fields are private and which ones are public.

And it seems to be duplicated to #1802202: Profile2 access user based access control
