I have projects, og_projects and issues running. everything works fine when i am logged in as an admin, but registered users just get you have no projects and can not create projects and therefore no issues. i enabled all permissions for registered users and still nothing. maybe my og content type is wrong.

has anyone else had this problem?

I had this problem as well and granting "access projects" and "access own projects issues" and "access project issues" seemed to fix it without granting them the ability to see other people's projects.

I'm marking this fixed because I assume that it is, but if not please re-open the issue.
