After uploading all core files the status report shows 7.16 is the installed version.

It also says core is not up to date.

I don't know what to make of this.

What happens if you go to the "Available updates" link?

It shows the installed version as 7.15, which seems impossible, as I deleted all the old folders and uploaded 7.16.

Yes, I ran update.php, cron and cleared the cache.

7.16, just like it should.

If you visit admin/reports/updates/check does it update the version status? I just updated from 7.14 to 7.16 on my dev WAMP and it reports that core is up-to-date.
