Looks like we're not using this at all?

Maybe this was supposed to be used in #1804688: Download and import interface translations but that issue already switched to using state().

Hm, messed that patch up. Here's a correct one.

@Sutharsan confirmed in #1804688-15: Download and import interface translations that this isn't necessary. Who wants to RTBC? :)
