remove image_fupload from platform

reasons:
- there's no d7 version
- it's only used by one prod & three dev sites on ceres plus two sites on nt2
- it keeps causing random problems on sites i'm responsible for
- similar functionality is available via imce, which can be integrated into wysiwyg editors
- according to the maintainer, it's full of bugs: http://drupal.org/project/image_fupload

ps: the component "new module request" should probably be renamed to "module list" or something that includes remove requests :)
