Do I have to give 'Subscribe to content' for the Subscribe feildset to appear on individual pages

Hi - thanks for all the work on this module.

I was trying to configure so that users could not 'subscribe to content' as in 'to a specific page' but still have it so that the Subscribe fieldset would show on the page, so they can then sub to the Taxonomies of that page, or to the Content Type.

But I wasn't getting anywhere in displaying the fieldset.

Once i gave the permission 'Subscribe to content' I could then see the fieldset, even after i then set that Content Type in the Static Content Types selector so that it wasn't possible to sub to an individual node of that type.

Does my experience make sense? Or should I have been able to see the fieldset on any node even without giving 'Subscribe to content'
