Taxonews should ease enabling statistics module

Taxonews offers only a reduced set of features when statistics.module is enabled. It should link to the module administration page to make it easier on site admins to enable this module instead of just warning about the limitation without providing a link.

Patch also includes a fix for the 6.x branch of http://drupal.org/node/182416
