Add Tuvan Language to language list

Probably there are more languages that need to be added to D8 too, and we should do them all at once.

Next step: someone compare the lists from D7 and D8 to find which need to be added to D8.

There's only two others missing: mfe and ta-lk.

What needs to be done next to get this committed to D8 so we can move on to D7 and D6? The Drupal 8 patch passed originally. Tuvan is the only localize.drupal.org language missing from Drupal 8. I left comments above on languages missing from D7 and D6. I applied the D8 patch to the latest dev clone and tested it myself so I'm marking this as RTBC.

I'm confused about which patch goes to 7.x though. The original does what's specified in the issue title, but #3 adds other languages. And are those languages also missing from 8.x?

The D7 patch in #1 does what is specified in the issue title. The D7 patch in #3 addresses YesCT's concern about other missing languages. I compared the languages available on localize.drupal.org with the list in D8, D7, and D6. D8 was missing only Tuvan. D7 was missing Tuvan and two other langauges. And D6 is missing more. I hope this clarifies things.
