TAC on terms

Now that taxonomy terms are entities, are there any plans to provide access control to terms themselves by apply terms from another vocabulary which are using access control.
With this in place is would be very easy to tag a large taxonomy with another small taxonomy(few terms) and provide access control to the term pages.
