The administration menu should be radically simplified for administrators. The simple settings for the Incubator menu should be moved to the top level as "Settings", and should include all basic options for sites.

Marking this as fixed in dev. The Drupal "configuration" menu has been moved underneath a few basic configuration options as an "advanced" menu. We will try this and see how it works.
