User Menu Help Please

I am using Blue Masters 7.x-1.2 as my default theme. I need a user menu which it has but shows up at the bottom of the page. I would like to make the user menu look and work just as the main menu does but cannot achieve this. I was able to get the user menu to the top of the page; however, the expanded menu doesn't appear and I don't know why not as it should be showing.
Please Help.
