Admin Toolbar Has No Items In It

I upgraded from D6 to D7.

The admin toolbar at the top of the page doesn't contain any links, it's just empty.

I searched and searched for a solution before posting this, I really appreciate any help.

Am I missing something? Is the answer to this so easy I'm brain dead for not knowing it? If a kind soul could just point me in the right direction I would really appreciate it.

Did you check permissions for admin user? If access to particular admin sections do not have access permissions, they will not show up in bar.

For user 1 or default user, this doesn't matter, but maybe the admin account you set up is not user 1.
