Custom Blocks Don't display

Description
I have created 2 Custom Blocks on the Block Admin page, but they don't show up when the theme is switched on Taxonomy. One block is just a bit of text and the other is a list of taxonomy terms in a different taxonomy. When I change the taxonomy theme setup back to System Default the blocks appear. Is this a feature or a bug?
