Translate interface is showing only strings from JS files.

I enabled Locale and Content translation modules.

When I go to /admin/config/regional/translate/translate page, select "built-in interface" and filter, it shows only strings coming from JS files. There are no other strings whatsoever.

This is a fresh install. I am sure I am missing a trivial thing, but couldnt find it yet.

It seems that in order to see strings, I should first add another language and view relevant pages in a different language first. Then, the strings appear.
